Add event options: Volunteer must be in VAN, must be registered Dem

Add two options to an event. These are two distinct options although requiring they be a registered Democrat means they must be in VAN.

They must be in VAN.
They are a registered Democrat.

All registered voters are in VAN (Except confidential voters). Making this change wouldn't stop republicans, as they are listed in Van as well, but could stop non-registered volunteers.

Stephanie Beal - please correct me if I am wrong but I believe VAN has their registration. So we could limit to any combination of Dems | Repubs | Other.
